For some reason the game is not allowing me to use my MLE...
I'm at 63,105,433 so I'm:
Over the cap, under the tax Amount: 5,000,000 Years: 4 Raises: 3%
But I can only offer:
Over the cap, over the tax
Amount: 3,100,000 Years: 3 Raises: 3%
Any reason on this? Do I have to submit my MLE to the commissioners?

To be honest, I'm not sure. Been having some trouble with the game in terms of exceptions.

Yes, but that was before I signed Howard and was over the tax due to his ridiculous cap hold. Now I should qualify for the full MLE and it's not allowing me.

Exceptions lock in at the beginning of FA. That's why it's important for teams to renounce players in the contract decisions phase, I know that's not what happened for you, but exceptions get locked in then.
