I think that this happens cause some teams use a strat similar to 10 in full-court and defense intensity (I'm not against that, let me explain).
What I mean is that for example, if most teams would start using 10 in zone defense, there would also be 10-15 teams shooting a real high 3PT% in this league compared to the NBA. So it's not like the stats are not real, it's just that no team in the NBA presses full court and defends fully for 48minutes during all regular season games. It that was the case, the steal stats would be even higher than they are in this league IMO.
But the thing is that if they don't do that in the NBA it's cause that effort is impossible and I also don't think it would pay off in terms of more wins. Meanwhile here it looks like a good strat, since most teams leading in steals also lead the league.
Saying that, I'm not opposed to lowering the steal ratings as you mention if that makes it more 'real'. It's really the best solution I find to lower the amount of steals.

We can't change the engine, and while I agree that the strat is playing a large role, we should also see more foul trouble and less minutes played (or lower efficiency from fatigue) from those teams to balance it out, but we're not. If that was the case, I'd let it go. However, when the median for turnovers forced here would lead the league in the NBA, then its a problem. That's why I'm looking to address a league wide issue.
If I could adjust the engine slightly I would, but I can't.

After doing quite a bit of testing, I finally settled on 4% handle differential increase (so that guys like Jose Calderon would get the smallest increase) and 7% steal decrease.
These numbers gave me (over the course of a few tests) much closer to realistic team steals and team turnovers per game. They are still a little higher than the NBA, and I did that on purpose, because we aren't the NBA, just close to it. But it's nothing ridiculous like it's been in CSL.
