Oh yeah, we totally talked about this as an admin team and forgot to reply.
We want CSL to try and mirror real life as best as possible, so when the NBA moves teams or changes names, we will also move teams/change names. If CSL grows a big waitlist, we'll consider expansion, but that's it.

Selfishly, I'd rather keep it as close to real life as well. I certainly would not be opposed to expansion, but only if we have full participation with people waiting to get in as well.
